Judge Richard Phelps gave attendants a peek into a day in the life of an immigration judge at the Eloy Detention Center’s quarterly luncheon held earlier this month, at the Holiday Inn in Casa Grande.
The veteran judge shed some light on exactly what an immigration judge at the Eloy Detention Center does on a regular basis and the types of cases one sees.
Judge Phelps is one of five United States immigration judges sitting at the Eloy Detention Center. He was appointed to his position in August of 2008. In addition to his judicial responsibilities, Judge Phelps serves as a mentor and instructor for new immigration judges.The veteran judge shed some light on exactly what an immigration judge at the Eloy Detention Center does on a regular basis and the types of cases one sees.
“There are about 200 of us in the United States and we are appointed by the Attorney General,” Phelps explained. “In Arizona, there are about 15 or 18.”
Before coming to Eloy Detention Center, Judge Phelps was selected as a judge advocate for the United States Air Force, serving in many legal and leadership capacities on four continents. Following his retirement from the Air Force in 2001, he was an assistant chief counsel, trial attorney and senior attorney for the former Immigration and Naturalization Service, now Immigration and Customs Enforcement (ICE), practicing before immigration courts in Eloy and Tucson....
